Objects: To promote the education of young people under the age of 25 who are resident in or undergoing education in the area of benefit in such ways as the Trustee decides.
Origin: The Charity was founded by the Will of Thomas Howell (citizen and Draper of London who died at Seville circa 1539). Click here to find out more about Thomas Howell.
Following various amendments to the Scheme from 1539 authorised by the Charity Commission, on 4th April 1997, the undertaking of Howell’s School, Denbigh was transferred to Howell’s 2000 Limited and that of the preparatory school to Howell’s Preparatory School Denbigh Limited. The Charity is no longer involved in the operation or management of either School. To reflect this, the Charity Commission issued a new Scheme on 11th August 2000, to update the name and objects of the Charity.
Policy: The Charity has established a Grant - Making Panel of local people with relevant expertise and experience to enable effective grant making for the promotion of the education of young people under the age of 25 in North wales.
The Trustee has established the following criteria for grant making:
a. Grants will normally be made by the Panel to institutions and bodies, not to individuals.
b. Hardship grants in support of individuals should be achieved by making block grants to institutions, which will administer the ongoing grants locally. This will significantly ease administration, and ensure that the most needy and deserving are helped.
c. Grants should predominantly be directed towards the public sector of education, although particularly deserving cases within the private sector may also be supported.
d. No grant should be made in support of an activity or purpose that should normally be funded by public money.
e. A proportion of the grants made should be used in the relief of hardship.
f. A proportion of the money each year may be spent on capital projects.
g. A proportion of the money each year may be spent on projects which utilize the outstanding outdoor features of North Wales and are aimed at building leadership and personality qualities in young people who are domiciled in North Wales.
h. In order to ensure that adequate funds remain available, grants should be limited in time and should not normally be provided successively for more than three years.
j. The reward of excellence or achievement in the form of prizes is an acceptable use of the charitable funds.

In addition, all applicants should include a covering letter outlining the aims and objectives of the project for which funding is sought and how it meets the criteria for grant making, the number of children who will benefit from the grant and how they will benefit, plus any additional information relevant to the application.
Charitable organisations, other than schools or colleges, should also state what the organisation does and who the beneficiaries are, when the charity was established, its size and the geographical area where it operates. Brief details of the organisation’s track record and recent achievements should also be included. In addition to the financial information required in the application form, details of other sources of funding secured or applications for funding which are outstanding should be included. A set of the most recent audited account should be provided.

Evaluation

Yn dilyn amryw o ddiwygiadau i’r Cynllun ar ôl 1539 a awdurdodwyd gan y Comisiwn Elusennau, ar y 4ydd o Ebrill 1997, trosglwyddwyd ymgymeriad Ysgol Howell’s, Dinbych i Howell’s 2000 Limited ac un yr ysgol baratoi i Howell’s Preparatory School Denbigh Limited. Nid yw’r Elusen yn gysylltiedig mwyach â gweithrediad na rheolaeth yr un o’r ddwy Ysgol. I adlewyrchu hyn, fe gyflwynodd y Comisiwn Elusennau Gynllun newydd ar yr 11eg o Awst 2000, i ddiweddaru enw ac amcanion yr Elusen.
Detholiad o Bolisi’r Drapers’ Company ar gyfer Gwneud-grantiau o Gronfa Addysg Thomas Howell ar gyfer Gogledd Cymru.
Mae’r Ymddiriedolwr wedi sefydlu’r meini prawf canlynol ar gyfer gwneud grantiau:
a. Bydd grantiau fel arfer yn cael eu gwneud gan y Panel i sefydliadau a chyrff, nid i unigolion.
b. Dylai grantiau caledi i gefnogi unigolion gael eu cyflawni trwy wneud grantiau bloc i sefydliadau, a fydd yn gweinyddu’r grantiau sydd ohoni yn lleol. Bydd hyn yn ysgafnhau dipyn ar weinyddu, ac yn sicrhau fod y rhai mwyaf anghenus a theilwng yn cael eu helpu.
c. Dylai grantiau cael eu cyfeirio yn bennaf tuag at sector cyhoeddus addysg, er y gallai achosion arbennig o deilwng eraill o fewn y sector preifat gael eu cefnogi hefyd.
d. Ni ddylid gwneud unrhyw grant er mwyn cefnogi gweithgaredd neu bwrpas a ddylai fel arfer gael eu noddi gan arian cyhoeddus.
e. Os oes modd dylai o leiaf chwarter yr arian gael ei ddefnyddio i liniaru caledi.
f. Gall cyfran o’r arian bob blwyddyn gael ei wario ar brojectau cyfalaf.
g. Gall cyfran o’r arian bob blwyddyn gael ei wario ar brojectau sy’n defnyddio nodweddion awyr agored rhagorol Gogledd Cymru ac yn cael eu hanelu at greu arweinyddiaeth a nodweddion personoliaeth mewn pobl ifanc sy’n byw yng Ngogledd Cymru.
h. Er mwyn sicrhau fod yna gronfeydd digonol yn dal ar gael, dylai grantiau gael eu cyfyngu mewn amser ac ni ddylent fel arfer gael eu darparu o’r bron am fwy na thair blynedd.
i. Mae gwobrwyo rhagoriaeth neu gyflawniad ar ffurf gwobrau yn ddefnydd derbyniadwy o’r cronfeydd elusennol.

Yn ogystal, dylai pob ymgeisydd gynnwys llythyr eglurhaol yn amlinellau nodau ac amcanion y project y ceisir nawdd ariannol ar ei gyfer a’r modd y mae’n cwrdd â’r meini prawf ar gyfer gwneud grantiau, y nifer o blant a fydd yn elwa o’r grant a’r modd y byddant yn elwa, ynghyd ag unrhyw wybodaeth ychwanegol sy’n berthnasol i’r cais.
Dylai mudiadau elusennol, ac eithrio ysgolion neu golegau, hefyd ddatgan beth mae’r mudiad yn ei wneud a phwy y’r buddiolwyr, pa bryd y sefydlwyd yr elusen, ei maint a’r ardal ddaearyddol ble mae’n gweithredu. Dylid cynnwys manylion cryno am hanes gyrfa a chyraeddiadau diweddar y mudiad hefyd.
